摘　　要：创设“指定国立大学法人”是国立大学法人化实施十余年之后,日本文部科学省围绕国立大学改革采取的旨在构建日本世界最高水平教育与研究基地的重大举措,可称之为日本“世界一流大学建设”的最新规划。“指定国立大学法人”评审严苛、透明,考察申请大学在科研能力、社会合作、国际协作等多方面的综合实力。基于对《国立大学法人法》修订、“指定国立大学法人”制度出台与实施过程等的分析,从立法先行、信息公开透明、实施动态调整、理清大学内外部关系、促使财务来源多样化等方面分析其特征,认为“指定国立大学法人”制度的实施将成为日本令和新时代高等教育改革与发展中又一个引人关注的焦点。其在立法保障、信息公开、动态调整、内外部关系处理、财务扩充等方面的举措对中国构建高质量教育体系具有一定参考意义。The establishment of "designated national university corporation" is a major measure taken by the Japanese Ministry of Culture and Science to build the world’s highest-level education and research base in Japan, more than ten years after the implementation of the national university corporation. It can be called the latest plan for the construction of Japan’s world-class universities. The accreditation process is rigorous and transparent. Applicants are evaluated on their comprehensive strength in research capacity, social cooperation and international collaboration. Based on the analysis of the revision of "National University Corporation Law" and the process of designated national university corporation system, the characteristics of the system are analyzed from aspects of legislation priority, information openness and transparency, dynamic adjustment, the internal and external relations of the university, financial sources diversity, etc. The paper clarifies that the implementation of the "designated national university corporation" will become a focus of attention in the new era of higher education reform in Japan. These measures in the meaegislative safeguard, information transparency, dynamic adjustment, internal and external relation handing and financial expansion have certain reference significance for the construction of high quality education system in China.
