摘　　要：在国土空间规划改革与城市高质量建设的总体背景下,地方规划技术标准实践面临改进和提升的阶段要求。本文以作为规划技术标准基础板块的“用地分类与使用”为核心讨论对象,归纳了《深圳市城市规划标准与准则》中规划用地分类与土地使用标准的修订、完善对深圳城市空间发展的动态支撑过程;基于对深圳经验的务实借鉴,全面回顾了《雄安新区规划技术指南(试行)》中土地使用部分对“高起点规划、高标准建设”总体指引下雄安新区规划全域覆盖、多规融合、精细管控、品质保障等系统性要求的技术标准应对方式;并结合雄安新区近期规划建设进展,对部分成果的应用状况与调整方向进行了初步评估;最后讨论了空间规划新形势下地方规划技术标准编制需要重点把握的阶段性、地方性、动态性等若干问题。Under the background of the reform of territorial planning and high-quality urban construction,the practice of local planning technical standards is currently facing the requirement of improvement and upgrading.This article focuses on the “land use classification”,which constitutes the basic part of planning technical standards,and summarizes the revision and improvement of land classification and land use standard in “Shenzhen Urban Planning Standards and Guidelines” that dynamically supported the urban spatial development of Shenzhen.Based on the practical reference to Shenzhen,this article conducts a comprehensive review of the land use section of “Technical Guidelines for the Planning of Xiong’an New Area (For Trial Implementation)” (hereinafter referred to as the Guidelines),which addresses the systematic requirements of overall coverage,multi-plan integration,detailed control,and quality assurance under the overall guidance of “high-level planning and high-standard construction”.Combined with the recent planning and construction progress of Xiong’an New Area,it also makes a preliminary assessment on the application status and adjustment direction of the planning outcome.Finally,it discusses the issues of periodicality,locality,and dynamicity that need to be emphasized in the preparation of local planning technical standards under the new situation of spatial planning.
