摘　　要：高品质空间营建已成为新时期城市建设的核心任务,城市设计愈发重要,相关制度建设亟待加强。我国现行城市设计审查中存在的专家不匹配、审查指引缺失、审查仓促等诸多问题,影响了设计质量与空间品质的提升。英国威尔士地区有着英国最成功的提升城市空间品质的城市设计审查制度,其审查成本低、效率高、程序健全。通过对英国威尔士城市设计审查制度的演进、构成与运作的研究,分析其促进设计质量和空间品质提升的成功经验,并针对我国城市设计审查的现状与问题,从城市设计审查的角色定位、服务项目、机构设立、审查程序、审查指引等方面,探索我国本土化的城市设计审查制度构建,以响应新时期高品质空间营建的迫切需求。In the new era,the construction of high quality space has become the core task of China’s urban construction.Urban design is becoming increasingly important,and relevant systems need to be developed urgently.However,there are many problems in the current urban design review in China,such as mismatch of experts,lack of review guidelines,hasty review and so on,which affect the improvement of design quality and urban space quality.Wales has the most successful urban design review system to improve urban space quality in the UK,with low cost,high efficiency,and sound procedures.Through the research on the evolution,composition,and operation of the urban design review system of Wales in the UK,this paper analyzes its successful experience in promoting the improvement of design quality and urban space quality.And in view of the current situation and problems of urban design review in China,from the aspects of role orientation,service items,organization establishment,review procedures,review guidelines,etc.,this paper explores the construction of China’s localized urban design review system,responding to the urgent need for quality space in a new era.
