摘　　要：随着我国社会经济的发展,工业企业生产废水排入城市污水管网集中处理的情况日趋普遍,工业排水户管理难度显著增加。为确保城市污水处理设施稳定运行,提升城市水环境质量,针对常州市主城区工业企业排水实际,提出以合同管理和许可管理为核心的“双轨制”管理模式,以信用评价和监管信息平台为特色管理手段,督促企业依法合规排水,落实排水户长效管理。With the development of Chinese society and economy,it is common for industrial wastewater to be discharged into urban sewage pipe network for centralized treatment,and the management difficulty of industrial drainage households is significantly increased.In order to ensure the stable operation of urban sewage treatment facilities and improve the quality of urban water environment,according to the actual drainage of industrial enterprises in the main urban area of Changzhou,a“dual track”management mode with contract management and drainage permit management as the core is proposed,with credit evaluation and supervision information platform as the characteristic management means to urge enterprises to discharge water in accordance with the law and implement the long-term management of drainage households.
