历史建筑保护规划的精细化改进--以广州为例

摘　　要：广州是首批历史建筑活化利用试点城市之一,相应编制的历史建筑保护规划对历史建筑保护及活化利用起到重要的作用,并成为省内外众多城市的编制参考。文章剖析保护规划在管理及实践中如分类保护实践意义不突出,与上位规划衔接不充分,保护利用指引不够精准等不足,结合实践反思和其他城市经验,提出增加历史建筑保护分类、增加上位衔接内容、优化价值要素索引、优化保护利用措施指引等建议,为实现更精细化的历史建筑保护规划做技术储备。Guangzhou is one of the first batch of pilot cities for the activation and utilization of historic buildings.The corresponding compilation of conservation planning of historic building plays an important role in the conservation and utilization of historic buildings and has become a reference for the compilation of many cities inside and outside the province.The paper analyzes the deficiencies in the management and practice of conservation planning,such as the lack of prominent practical significance of classified conservation,insufficient connection with superior planning,and inaccurate guidance for conservation and utilization.Combined with practical reflection and other urban experience,the paper puts forward some suggestions,such as increasing the conservation classification of historic buildings,increasing the content of superior connection,optimizing the index of value elements,and optimizing the guidance of conservation and utilization measures,so as to provide technical reserves for realizing more refined conservation planning of historic building.
