基于AHP-可拓测度模型的全过程工程咨询成熟度评价研究

摘　　要：全过程工程咨询服务水平的有效提升是其主管部门、咨询服务企业等不断追求的目标,准确度量其成熟度则是实现该目标的重要手段。借鉴IPO理念从投入、过程、成果3个方面明确了全过程工程咨询成熟度内涵的要求,结合其关键影响因素建立了相应的评价指标体系;根据成熟度的应用需求,设置了成熟度的4个等级;基于专家打分,集成运用AHP法和物元可拓法,建立全过程工程咨询成熟度评价的AHP-可拓测度模型;以深圳市某综合楼全过程工程咨询服务为例,测度了该项目的成熟度等级,并提出提升成熟度的两个路径。研究表明,本模型能够为评估全过程工程咨询服务水平提供参考。Improving the service level of the whole process engineering consultation is the constant goal of government departments and consulting service enterprises.Accurately measuring the maturity of the whole process engineering consultation is an important means to fulfill this goal.Based on the IPO concept,the requirements for the connotation of the whole process engineering consultation maturity are clarified from three aspects,including input,process,and results.A corresponding evaluation index system is established with consideration given to its key influencing factors.According to the application requirements of maturity evaluation,four levels of maturity are set.Based on expert scoring,AHP and matter-element extension methods are integrated to establish the AHP-extension measurement model for evaluating the maturity of the whole process engineering consultation.Taking the full-process engineering consulting service of an urban complex project in Shenzhen as an example,the maturity level of the project was measured.And two ways to improve the maturity were proposed.It is found that this model can provide a reference for evaluating the whole process engineering consultation service level.
