摘  要:基于工业绿色发展的内涵,分别构建了工业绿色发展水平和效率两子系统的评价指标体系,运用熵权-TOPSIS模型和SBM模型测度了油气城市的工业绿色发展水平和工业绿色发展效率,运用耦合协调度模型研究了两子系统的耦合协调效应。结果表明:各地区工业绿色发展耦合协调效应显著,随时间变化呈梯度递增格局;2004—2018年各油气城市两子系统耦合协调度总体呈上升趋势,耦合协调效应较强;各油气城市耦合协调效应随时间推移差距有缩小趋势,耦合协调度类型分级明显,不同油气城市的耦合协调效应存在差距。基于上述结论,发现优质人才、先进技术、区域差异性、环境规制等是影响两系统耦合协调效应的重要因素。最后,从完善人才机制、提高绿色技术创新投入、构建协同发展机制等方面,提出了油气城市工业绿色发展的提升策略。The paper constructs the respective evaluation index systems in light of both the level and the efficiency of the industrial green development,measures the level and the efficiency by using the entropy-TOPSIS model and SBM model,and studies the effects by applying the coupling coordination model in oil and gas cities.The results show:The coupling coordination effects of industrial green development in various regions are apparent with the gradient increasing pattern over time.The two systems show an overall trend with greater intensity from the year 2004 to 2018 in the oil and gas cities.There is a trend of gap decrease in coupling coordination effects over time in different cities,an obvious type classification and a gap in effects depending on the city concerned.It can be concluded that quality talents,advanced technology,regional differences,environmental regulations,etc.are the primary factors to the coupling coordination effect of two systems.In the final analysis,the paper proposes multiple strategies to boost industrial green development of oil and gas city:optimizing the talent cultivation mechanism,increasing the investment in green technology innovation,building coordinated development mechanism and so on.
