摘　　要：“人民至上”价值是中国特色社会主义制度鲜明的政治底色。对实现“人民至上”价值的制度体制展开研究,有利于将理论上的“人民至上”价值转化为中国特色社会主义的现实治理效能。新时代人民群众在政治、经济、文化、社会、生态文明等方面对美好生活的需求,对中国特色社会主义的制度体系优化提出了新的要求。实现“人民至上”价值的制度优化原则包括中国特色社会主义理论、道路、制度有机统一原则,根本制度、基本制度、重要制度主次有序原则,“系统完备、科学规范、运行有效”的协同性原则。实现“人民至上”价值的制度优化需要完善制度供给,强化制度执行力,不断提高党的领导效能和人民民主治理效能。The value of“people first”is the distinct political underpinning of the socialist system with Chinese characteristics.Conducting research on the institutional system for realizing the value of“people first”intends to transform the theoretical value of“people first”into the practical governance efficiency of socialism with Chinese characteristics.In the new era,new requirements for the optimization of the institutional system of socialism with Chinese characteristics have been put forward by the people’s needs of a better life in terms of politics,economy,culture,society,and ecological civilization.The principle of system optimization to realize the value of“people first”is the organic united principle of the socialism with Chinese characteristics’theory,the priority and order principle of fundamental system,basic system,and vital system,and also the synergy principle of“completed system,scientific standardization and effective operation”.The system optimization path to realize the value of“people first”means to improve system supply,strengthen system execution,and continuously improve the party’s leadership effectiveness and the people’s democratic governance effectiveness.
