云南省应对澜湄流域毒品犯罪问题研究

摘　　要：毒源地“金三角”地理位置处于“澜沧江—湄公河”流域的中心地带,受全球化国际毒潮泛滥的影响,澜湄流域毒情形势严峻复杂,传统毒品与合成毒品的种、制、贩活动与消费供应均呈现出不减反增的态势,并且跨境有组织的毒品犯罪活动频发高发,破坏了“澜湄六国”的安全稳定和国际形象。云南作为澜湄流域禁毒执法安全合作的关键枢纽,不仅要应对流域内安全形势的风险和挑战,还要发挥中国在流域内综合执法与安全合作的重要作用。云南省要不断健全完善毒品治理体系,深入开展禁毒重点整治,深化禁毒示范城市创建活动,全力推进禁毒脱贫攻坚,切实加强禁毒科技创新应用,务实开展禁毒国际合作,努力走出一条中国特色的毒品问题治理之路,不断提升毒品治理能力水平。The geographical location of the‘Golden Triangle’is located in the central area of the‘Lancang-Mekong River’basin.Under the influence of the international drug tide of globalization,the drug situation in the Lancang-Mekong River Basin is grim and complex.The species,manufacture,trafficking and consumption supply of traditional drugs and synthetic drugs show a trend of increasing without decreasing.And cross-border organized drug criminal activities occur frequently,which undermines the security and stability of the‘Lancang-Mekong Six Countries’and the international image.As a key hub for drug law enforcement and security cooperation in the Lancang-Mekong Basin,Yunnan should not only respond to the risks and challenges of the security situation in the basin,but also play an important role in China’s comprehensive law enforcement and security cooperation in the basin.Yunnan province should continuously improve and perfect the drug control system,carry out the key rectification of drug control,deepen the construction activities of drug control demonstration cities,fully promote the anti-drug poverty alleviation,strengthen the innovative application of anti-drug science and technology,and carry out international cooperation in drug control.Efforts should be made to walk out of a road of drug control with Chinese characteristics,and constantly improve the level of drug control ability.
