总体国家安全观视阈下生物恐怖犯罪的特征及威胁探析

摘　　要：当前我国面临的生物安全风险因素众多,生物恐怖袭击隐患加大。生物恐怖袭击是一种典型的“黑天鹅”风险。生物恐怖犯罪呈现出犯罪主体多元化,包括国家行为体、恐怖组织、个人等非国家行为体;犯罪对象广泛化,尤其针对食品、药品、环境、草原、生物等;犯罪类型多样化,主要通过病原体、人、物流系统等传播;犯罪手段隐蔽化,侦测难度大,危害严重;犯罪行为处置难度大、风险长期存在等特征。总体国家安全观视阈下生物恐怖犯罪对国家安全构成的威胁也越来越凸显,涉及到人民安全、政治安全、经济安全、生态安全、军事、文化、社会等领域安全。At present,China is faced with many biosecurity risk factors,and the hidden danger of bioterrorist attack is increasing.Bioterrorism is a typical"black swan"risk.Bioterrorism crime presents diversified criminal subjects,including state actors,terrorist organizations,individuals and other non-state actors.The target of crime is extensive,especially for food,medicine,environment,grassland,biology,etc.The types of crimes are diversified,mainly spread through pathogens,people and logistics systems.The means of crime are hidden,difficult to detect,and the harm is great.The disposition of criminal behavior is difficult and the risk exists for a long time.Under the overall view of national security,the threat of bioterrorism crimes to national security has become more and more prominent,involving people’s security,political security,economic security,ecological security and military,cultural and social security.
