摘　　要：中国日益成长为“全球性大国”并快速地走向世界舞台的中心,已经是国内外各界的共识。中国为了保障国家安全、促进经济社会发展以及对外贯彻自身意志,必须进一步加强海权实力的建设。中国有必要充分考虑海权战略的远景目标,通过海权建设助推两岸统一、确保海外利益、维护国际体系的稳定。中国海权发展具有自身的特点和优势,不应以当下海权实力最强大的国家——美国作为唯一参照,不会重复英美海权无限扩张的发展路径,也不应局限于先天地理条件的束缚。中国海权发展要以国家实力发展的预估为限度。为了实现海权建设的远景目标,中国必须壮大海军力量、加强对外安全合作和对外经济合作,在波谲云诡的国际环境中助推全球海洋秩序走向公正、合理、安全与稳定。China has grown into a“global power”and is rapidly moving towards the center of the world stage,which has become the consensus of all circles at home and abroad.In order to ensure national security,promote economic and social development and implement its own will abroad,China must further strengthen the construction of sea power.It is necessary for China to fully consider the long-term goals of the sea power strategy,in order to promote cross-strait reunification,ensure overseas interests,and maintain the stability of the international system through the construction of sea power.The development of China's sea power has its own characteristics and advantages.It should not take the United States,the country with the most powerful sea power,as the only reference.It will not repeat the development path of the unlimited expansion of British and American sea power,nor should it be limited to innate geographical conditions.The development of China's sea power should be limited by the estimation of the development of national strength.In order to realize the long-term goal of building sea power,China must strengthen its naval power,enhance foreign security cooperation and foreign economic cooperation,and help the global maritime order to move towards justice,rationality,security and stability in the turbulent international environment.
