摘 要:产业工人队伍建设改革,是党中央着眼巩固党的执政基础、实施制造强国战略、全面提升产业工人队伍素质而作出的重大决策和部署。基于浙江省18家非公企业的调查数据,研究发现,在非公企业产业工人队伍建设中还存在思想政治引领载体创新不够、技术技能素质偏低、权益保护不全面和职业发展受限等问题。研究建议,要通过强化思想政治建设、把抓落实作为改革要务、全面加强素质提升、落实四大权益保障等措施,以职工为中心,协同推进非公企业产业工人队伍建设改革,增强职工的获得感,切实打造改革新格局。The reform of industrial workforce construction is a major decision and deployment made by the Party Central Committee with a view to consolidating the Party's governance foundation,implementing the strategy of manufacturing a strong country,and comprehensively improving the quality of industrial workforce.Based on the survey and data analysis of 18 non-public enterprises in Zhejiang Province,the research found that a number of problems exist such as,the enterprises'insuffi cient ideological and political innovation,low technical skills,incomplete protection of rights and interests,and limited professional development in the construction of workforce,etc.It is suggested that we should focus on the staff and work together to promote reform of the industrial workforce of non-public enterprises,enhance staff's sense of gain,and effectively create a new pattern of reform by taking such measures as strengthening ideological and political construction,taking implementation as the main priority of reform,comprehensively strengthening quality improvement,and implementing the protection of four major rights and interests.
