摘　　要：油气资源关系国家能源安全,为缓解油气供需矛盾,国家出台了系列政策措施,开展了多次改革试点,积极推动油气资源勘探开发投资市场化改革,在市场准入、矿业权管理体制、激励措施等方面不断释放政策红利。目前油气资源探采市场化改革还存在市场化机制不健全、常规油气市场化程度低、非常规油气资源市场化运行情况欠佳等问题。为发挥市场在油气资源配置中重要作用,提高油气资源勘查开采效率,保障国家油气资源安全,建议:(1)完善市场化制度的顶层设计;(2)激发国有石油公司在常规油气市场的活力;(3)积极推动非常规油气资源市场化进程。Oil and gas resources are related to national energy security.In order to alleviate the contradiction between oil and gas supply and demand,the government has issued a series of policies and measures,carried out many reform pilots,actively promoted the market-oriented reform of investment in exploration and development of oil and gas resources,and continuously provides policy dividends at the aspects of market access,mining right management system and incentive measures.At present,there are still some problems in the market-oriented reform of the exploration and mining of oil and gas resources,such as unsound market-oriented mechanism,low degree of marketization of conventional oil and gas resources,and poor marketization operation of unconventional oil and gas resources.In order to play the important role of the market in the allocation of oil and gas resources,improve the efficiency of exploration and mining of oil and gas resources and ensure the national security of oil and gas resources,the article suggests that:(1)improve the top-level design of market-oriented system;(2)stimulate the vitality of state-owned oil companies in the conventional oil and gas market;(3)actively promote the marketization of unconventional oil and gas resources.
