摘　　要：社会主义民主是全过程民主,不仅需要完善的制度程序,而且需要完整的参与实践,发展社会主义民主必须始终坚持以人民为中心,不断扩大公民有序政治参与,让人民当家作主的政治主张真正落实到国家政治生活和社会生活之中。新时代影响公民有序政治参与的因素包括经济、政治、文化等方面,不断扩大公民有序政治参与需要统筹兼顾、综合施策,既要夯实物质基础,又要强化政治保证;既要健全法律保障,又要培育参与文化;既要完善体制机制,又要创新社会治理;既要拓展参与渠道,又要提升参与能力。The socialist democracy is a whole-process democracy,which requires not only improved institutional systems and procedures,but also complete participation in practice.To develop socialist democracy,we must always adhere to the people-centered approach,constantly expand citizens'orderly political participation,and truly implement the political proposition that the people are the masters of the country into the country's political and social life.In the new era,the factors that affect citizens'orderly political participation include economics,politics,culture and so on.To continuously expand citizens'orderly political participation,overall consideration and comprehensive measures should be considered.Moreover,we should not only consolidate the material foundation,but also strengthen the political guarantee;We should not only improve the legal guarantee,but also cultivate a culture of participation;We should not only improve the system and mechanism,but also innovate social governance;We should not only expand participation channels,but also improve participation ability.
