摘　　要：警察文化作为一种软实力,是公安机关战斗力生成的重要因素。警察群体作为警察文化的建设群体,其对警察文化的认同程度,直接影响文化建设的作用与效能。警察文化具有丰富的内涵,在实际建设过程中,以精神文化建设为主,而精神文化建设方案很少会根据实施对象的特点作本土化改变。拓宽警察文化建设的空间以及渠道,使其建设成果让民警受益,让民警对公安文化、公安制度更加自信,为公安机关以及民警更好地行使责任使命起到良好的价值以及精神引领作用。As a kind of soft power,police culture is an important factor contributing to public security organs'combat effectiveness.The police group is the builder of the police culture,so the group's identification level with the police culture will directly affect the function and efficiency of the cultural construction.Police culture has rich connotation,and the construction of police culture tends to prioritize the construction of spiritual culture,while the construction plan for spiritual culture rarely alters according to local characteristics of the implementation objects.This paper discusses the necessity to broaden the space and channels for the construction of police culture,aiming to benefit the police officers with the construction results,to enhance the police's confidence in the public security culture and system,and play a good value and spiritual leading role for the public security organs and the people's police in better exercising their responsibilities and missions.
