摘　　要：在当前机构改革的背景下为促进智慧规划和自然资源信息平台建设,分析了当前存在的问题,提出了知识驱动的核心理念。研究并总结了数据建设从简单堆砌走向集智流通,系统架构从紧密耦合走向按需耦合,决策依据从定性规划走向定量规划,交互设计从偏重实现走向体验优先,操作模式从桌面办公走向移动办公,工作模式从局内协同走向城市协同等智慧规划和自然资源信息平台典型特征。提出了“114N11”的总体架构,针对平台中的数据中心、办公平台、图形平台、搜索引擎等关键技术开展了研究和设计,实现了场景化和智能化审批。Under the background of current institutional reform,in order to promote the construction of intelligent planning and natural resource information platform,this paper analyzes the current problems and puts forward the core concept of knowledge driven.It studies and summarizes the data construction from simple stacking to intelligent circulation,the system architecture from close coupling to on-demand coupling,the decision-making basis from qualitative planning to quantitative planning,the interaction design from emphasis on implementation to experience priority,and the operation mode from desktop office to mobile office,typical characteristics of intelligent planning and natural resources information platform,such as working mode from intra bureau collaboration to urban collaboration.The overall architecture of“114 n11”is proposed,and the key technologies such as data center,office platform,graphics platform and search engine in the platform are studied and designed to realize scene and intelligent approval.
