摘　　要：从致灾因子、承灾体、孕灾环境、防灾减灾能力等多个子系统选取指标,结合常州市金坛区地形地貌、气候、房屋建筑等自然地理要素,人口、经济等社会人文要素以及历年自然灾害统计数据,设计并建设金坛区第一次自然灾害综合区划空间属性数据库,形成区划基本单元,采用自下而上的区域合并方法生成了自然灾害区划小区,并运用自上而下的区域划分方法进行二级灾害区划分,最终得到了金坛区第一次自然灾害综合区划方案。为因地制宜地采取防灾减灾措施,提供参考依据。This paper selects the indicators from the disaster causing factors,disaster bearing body,disaster pregnant environment,disaster prevention and mitigation capacity and other subsystems,combined with the physical and geographical elements such as landform,climate,housing construction,population,economy and other social and human factors in Jintan district of Changzhou city,as well as the statistical data of natural disasters over the years.This paper designs and builds the spatial attribute database of the first comprehensive regionalization of natural disasters in Jintan district to form the basic regionalization unit,uses the bottom-up regional merging method to generate the natural disaster regionalization area,and uses the top-down regional division method to divide the secondary disaster area,and finally obtains the first comprehensive regionalization scheme of natural disasters in Jintan district.This plan provides a reference for disaster prevention and mitigation measures taken according to local conditions.
