摘　　要：自2016年全国不动产统一登记改革以来,不动产登记一直是社会各方和群众关注的焦点,为提升企业和群众办证便捷性、持续优化城市营商环境,以“信息多跑路,群众少跑腿”为原则,提出建设不动产登记与房屋交易、税费缴纳“一网受理”平台,对不动产、房管、税务业务流程和收件材料进行梳理,研究制定不动产涉税登记统一受理模式和规则,分析平台建设的核心问题及其解决办法,形成平台具体实现的解决方案。最后基于解决方案完成了平台的建设实现,平台已经应用于武汉市不动产日常登记工作中,受理时间明显减少、审批流程大幅优化、工作效率显著提高,还节约了工作成本,受到各方好评。Since the national unified registration reform of real estate in 2016,real estate registration has been the focus of attention of all parties.In order to improve the convenience to issue certificates and continuously optimize the urban business environment,based on the principle of“the information run more and the masses run less”,this paper puts forward the construction of a“one-network acceptance”platform for real estate registration,housing transactions and tax payment,sorts out real estate,housing management,tax business processes and receipt materials,studies and formulates the unified acceptance model and rules of real estate tax-related registration,analyzes the core problems of platform construction and their solutions,and forms the solutions for the realization of the platform.Finally,the construction of the platform is completed based on the solution.The platform has been applied to the daily registration of real estate in Wuhan.The acceptance time has been significantly reduced,the approval process has been greatly optimized,the work efficiency has been significantly improved,and the cost of work has been saved.It is well received by all parties.
