军民融合视角下我国商业航天遥感发展分析与对策建议

摘　　要：航天遥感应用涉及资源和地质勘探、生态环境监测等民用,以及军事等诸多领域,具有促进经济发展、维护国家安全的重要作用。本研究从军民融合视角分析我国商业航天遥感发展现状,从军工优势技术溢出融合模式、民用先进技术转移融合模式和军民技术双向循环融合模式3个方面,分析我国商业航天遥感企业发展。基于我国商业航天遥感的中科星图和二十一世纪空间两家典型商业航天企业,从融合环境、军民交互、契约关系、合作成本和创新发展五个军民融合发展影响因素,剖析我国商业航天遥感发展存在的问题,并提出对策建议,以期为我国经济社会与军事发展提供助力。The application of space remote sensing covers many fields,such as resources and geological exploration,ecological environment monitoring and so on.It plays an important role in promoting economic development and maintaining national security.This paper analyzes the development status of China’s commercial aerospace remote sensing from the perspective of civil military integration and analyzes the civil-military integration mode of China’s commercial aerospace remote sensing development from three aspects:military advantage technology spillover integration mode,civil advanced technology transfers integration mode and civil-military technology bidirectional circulation integration mode.Based on Geovis Technology Co.,Ltd.and Twenty First Century Aerospace Technology Co.,Ltd.,this paper analyzes the influencing factors of military civilian integration development from five aspects of integration environment,military civilian interaction,contractual relationship,cooperation cost and innovation development,analyzes the problems existing in the development of China’s commercial aerospace remote sensing,and puts forward suggestions,so as to promote China’s economic development and military development.
