基于科技奖获奖项目分析的区域开放协同创新研究——以四川省为例

摘　　要：分析区域创新现状与模式,对于实施创新驱动发展战略的重要意义。基于对四川省获科技进步奖项目的分析,运用社会网络分析法对四川省的区域开放协同创新进行了研究。结果表明:四川开放协同创新中政府、企业、高校、研究机构、医院5大主体间的多边合作逐步加强,其中企业始终保持主导地位,高校企业、产学研、研究机构企业合作项目较多且趋势良好;区域开放协同创新水平由高到低依次为成都平原、川南、攀西、川东北、川西北经济区,城市开放协同创新格局呈“核心-边缘”分布特征;四川形成了全省、各经济区“大小”日益复杂的开放协同创新网络,其中成都长期保持网络中心地位,次级网络中心则在成都平原、川南、攀西和川东北经济区动态变化。最后提出统筹规划布局多个区域创新中心、优化区域开放协同创新网络、构建良好创新生态系统、强化企业创新主体地位等建议。The importance of analyzing the current situation and mode of regional innovation to the implementation of innovation driven development strategy was expounded.Based on the analysis of Sichuan province’s projects awarded with Science and Technology Progress prizes,a study on regional open and collaborative innovation was conducted by using social network analysis.The research shows that the multilateral cooperation among the five main bodies of the government,enterprises,universities,research institutions,and hospitals in Sichuan’s open and collaborative innovation is gradually strengthened.Among them,enterprises always maintain a dominant position,and there are many cooperation projects between university and enterprises,industry-university-research institutes,research institutions and enterprises,and the trend is good.The levels of regional open and collaborative innovation from high to low are Chengdu Plain,South Sichuan,Panxi,Northeast Sichuan,and Northwest Sichuan economic zones.The pattern of urban open and collaborative innovation presents the distribution characteristics of"core-edge".Sichuan has formed an increasingly complex open and collaborative innovation network of"large and small"across the province and various economic zones.Among them,Chengdu has maintained its status as a network center for a long time,and secondary network centers have been dynamically changing in the Chengdu Plain,southern Sichuan,Panxi and northeastern Sichuan economic zones.The study put forward proposals as below:overall planning and layout of multiple regional innovation centers,optimizing regional open collaborative innovation networks,building a good innovation ecosystem,and strengthening the status of corporate innovation as the main body.
