摘　　要：为实现白龙浮标数据按照标准格式全要素参与国际交换,设计了从浮标数据测量、卫星传输、岸站接收、实时数据质量控制、云服务器存储到FTP数据上传中国气象局的数据传输链路;采用WMO推荐的标准BUFR格式对原始数据进行格式转换和重新编报,并按照全球通信系统(GTS)的规则进行封装和编发,实现了白龙浮标气象和海洋观测数据实时向GTS的分发共享,全球用户可以通过GTS收集数据并进行分拣后,按照报头识别并解码得到白龙浮标实时数据。白龙浮标成为我国第一个实时数据共享到GTS的锚系浮标,表明我国锚系浮标数据提供能力达到世界先进水平。In order to participate in the international exchange of Bailong buoy data with the standard format, the data transmission process is designed, including the data measurement, satellite transmission, station receiving, real-time data quality control, storage in cloud, and data link for uploading to China Meteorological Administration(CMA) via FTP. According to the standard binary universal form of the representation of meteorological data(BUFR) recommended by World Meteorological Organization(WMO), CMA converts the original format into BUFR and packs them according to the rules of Global Telecommunication System(GTS). At present, the meteorological and ocean observation data of Bailong buoy is distributed and shared to GTS in real time. Global users can get the Bailong buoy data from GTS, and identify and decode the data by the header identification. The Bailong buoy becomes the first Chinese mooring buoy shared with other countries by GTS, which indicates that the data providing capacity of China’s climate mooring buoy has achieved the world’s advanced level.
