摘　　要：为了推动新规划、新叙事和新阶段的综合档案馆建设,需要进一步开展档案馆变革与发展研究。基于新中国70余年综合档案馆的变革和发展实践,从理论、政策、技术和组织四个方面确定档案馆学科的研究重点和核心知识范畴,具体提出以档案利己性理论(档案属限制性使用信息)、档案与文献互转、档案有限性等为理论骨架,以新的档案法规体系、“十四五”全国档案事业发展规划、档案叙事常态化为政策依据,以档案信息收集、保存、鉴别、传播技术为重点工具,以档案主管部门、综合档案馆、档案鉴定委员会、档案室、档案学会、档案企业为组织体系的档案馆变革与发展研究论纲。论纲为构建具有中国学派风格的档案馆史、档案馆学和档案馆管理学提供思路与借鉴。In order to promote the construction of comprehensive Archives in the new planning,new narration and new stage,it is necessary to further carry out the research on the reform and development of Archives.Based on the reform and development practice of comprehensive Archives in New China for more than 70 years,the research focus and core knowledge category of Archives discipline are determined from the four aspects of theory,policy,technology and organization.It is specifically proposed to take the Archives self-interest theory(Archives information belongs to restricted use information),the transformation between Archives and literature,and the limitation of Archives as the theoretical framework,and take the new archival legal system and the'14th five year plan'Based on the national Archives development plan and the normalization of Archives narrative as the policy basis,take the collection,preservation,identification and dissemination technology of Archives information as the key tools,and take the administrative archival department,comprehensive Archives,archival appraisal committee,archival office,archival societies and archival enterprises as the organizational system for the research outline of Archives reform and development.The outline provides ideas and references for the construction of Archives History,Archives Science and Archives Management with the style of Chinese school.
