治理理论视域下城建档案开放中的公众参与:理论认识与模式特征

摘　　要：深化城建档案开放中公众参与的理论认识,探索其模式特征,有助于理解公众参与在城建档案开放中的重要作用,指导城建档案开放更好吸纳和引导公众参与,推动城建档案开放发展。基于公民参与阶梯理论和OECD公众参与模型,依据参与程度的不同,提出适用于中国情境的城建档案开放公众参与模式,即告知型、咨询型和合作型。3种参与模式在参与主动性、信息流动方向和参与结果方面具有不同特征,需在城建档案开放实践中综合加以运用。Deepening the theoretical understanding of public participation in the opening of urban construction Archives and exploring its model characteristics will help to understand the important role of public participation in the opening of urban construction Archives,guide to better absorb and guide public participation,and promote the open development of urban construction Archives.Based on the ladder theory and OECD model of public participation,and according to the degree of participation,this paper proposes a public participation model for the urban construction Archives opening process,namely information,consultation and cooperation.The three participation modes have different characteristics in terms of participation initiative,information flow direction and participation results,which need to be comprehensively used in the practice of urban construction Archives opening.
