民国时期上海市政府对慈善团体财产的监督

摘　　要：南京国民政府建立后,通过颁布一系列法规,加强了对慈善团体的监督,主要包括注册立案和财产监督。上海是当时慈善团体最多的城市,上海市政府对慈善团体财产的监督也最完善,主要体现在财产变更之核定、财产整理、制定会计规程、财产审查及公开等几个方面。上海市政府对慈善团体财产的监督,既是国家权力向慈善领域的扩张,也是国家履行管理职能的具体体现,慈善团体对此有抵制亦有合作。政府的外部监督,与慈善团体的内部监督相结合,共同构成慈善团体健康发展的制度保障,对慈善团体获得社会信任,提高公信力具有积极意义。After the establishment of the Nanjing National Government,a series of laws and regulations were issued to strengthen the supervision of charitable organizations,including registration and property supervision.Shanghai was the city with the largest number of charitable organizations at that time,and the Shanghai Municipal Government also had the most perfect supervision over the property of charitable organizations,which was mainly reflected in the verification of property changes,property arrangement,accounting regulations,property examination and disclosure,etc.The Shanghai Municipal Government's supervision of the property of charity organizations was not only the expansion of state power to the charity field,but also the concrete embodiment of the state's performance of management functions.The combination of the external supervision of the government and the internal supervision of the charity group constituted the institutional guarantee for the healthy development of the charity group,which was of positive significance for the charity group to gain social trust and improve credibility.
