大户时代“农业治理共同体”的生成逻辑及启示——基于安徽省郎溪县农业变迁的思考

摘　　要：创新农业治理机制、提升农业治理效能是实现农业农村现代化、落实乡村振兴战略的必然要求。安徽省郎溪县的农业变迁表明:本地农业经营自然分化的结果是小农消退、大户崛起,并逐步形成以大户为轴心、多元主体参与的“农业治理共同体”。本文旨在通过分析农业生产全链条中大户与其他涉农主体的互动规则揭示“农业治理共同体”的生成机理:一是市场导向下大户与服务主体间的链式治理;二是社会导向下大户与本地小农间的协商治理;三是行政导向下大户与地方政府间的有限治理。以共同体为分析视角重新审视农业治理中“国家—社会—市场”的内在联系,为重构农业治理话语体系、推动农业农村现代化提供了新的理论依据。Innovating the agricultural governance mechanism and improving the efficiency of agricultural governance are the inevitable requirements for realizing the modernization of agriculture/countryside and implementing the strategy of rural revitalization.The history of agricultural changes in Langxi County,Anhui Province shows that the result of the natural differentiation of local agricultural management is the decline of small farmers and the rise of agricultural moderate scale operators,and the gradual formation of the“Agricultural Governance Community”with agricultural moderate scale operators as the central and multiple subjects.This paper aims to reveal the formation mechanism of“Agricultural Governance Community”by analyzing the interaction rules between agricultural moderate scale operators and other agricultural subjects in the whole chain of agricultural production:First,the chain governance between agricultural moderate scale operators and service subjects under the market orientation;Second,under the guidance of society,the negotiation governance between agricultural moderate scale operators and local small farmers;The third is the limited governance between agricultural moderate scale operators and local governments under the guidance of administration.From the perspective of the community,this paper examines the internal relationship of the“State-Society-Market”in agricultural governance,which provides a new theoretical basis for reconstructing the discourse system of agricultural governance and promoting the modernization of agriculture and rural areas.
