摘 要:开发区是中国工业经济发展主要载体,承担着社会经济发展攻坚任务。当前中国空气质量改善压力仍大,开发区可利用大气污染物排放总量面临政策性削减、逐年减少,资源约束趋紧,但今后又面临支撑更大经济体量,资源减少与发展需求增长的矛盾凸显,优化配置利用需求迫切。围绕开发区大气污染物排放总量环境资源优化配置,文章以山西为例,梳理分析了面临的形势与问题,从优化机制、提升效率、拓展渠道等方面对开发区大气环境资源配置提出建议,供环境资源管理参考。Development zones,as the main carriers of industrial economic development in China,play an important role in high quality development of social economy.At present,China is still under great pressure in air quality improvement,and the emission quota of air pollutants in the development zones are still facing mandatory reduction,annually.China needs to support a expanding economy with limited resources,which means that there will be a prominent contradiction between resource reduction and our development goals.Therefore,it is urgent for us optimize the collocation and utilization of resources.Taking Shanxi Province as an example,this paper focuses on how to optimize the collocation of atmospheric environmental resources in the development zones.Meanwhile,analysis of current situations and problems are conducted.Finally,policy-making suggestions on optimization of atmospheric environmental resources in development zones are given,including,mechanism optimizing,efficiency improving and channels expanding.
