摘　　要：乡镇(街道)社会工作站是在各级党委的领导下,由各省民政部门推动和支持、各乡镇(街道)社会事务或社会救助工作基层干部挂帅、社会服务机构参与、专业社会工作者承担服务的平台,是民政部门以行政决策的方式将各类资源向基层转移的平台,用社会工作服务提高基层民政工作的精准化、精细化程度。乡镇(街道)社工站建设是在志愿失灵背景下,新时期中国特色民政兜底工作和社会工作服务的新模式,应以善治逻辑为依据走融合发展的道路。在社工站人才建设上,走“内生外补”道路;在社工站资源融合上,走“开源节流”道路;社工站的融合性发展必须以规制和制度为前提,走“规融并举”道路;在社工站运行和服务模式上,走“多元善治”道路。Township(sub-district)social workstation,also known as township(sub-district)social work service station,is a platform for the relevant civil affairs department to transfer funds,services,human resources and other resources to the grassroots level of the township(sub-district)through administrative decision-making,to make up for the lack of public service resources at the grassroots level in townships(sub-districts),to use social work services to improve the precision and refinement of grassroots civil affairs work,and to ensure the quality and efficiency of grassroots civil affairs work and services.The authors believe that the construction of township(sub-district)social workstations is a new model of backup civil affairs work and social work services with Chinese characteristics in the New Era in case of failure in voluntary service.It must follow the path of integrated development based on the logic of good governance.On recruiting talents in social workstations,we should“generate internally and supplement externally”;on resource integration of social workstation construction,we should“increase sources and reduce expenditure”;on integrated development of social workstations,we should“combine regulation and integration”on the basis of regulations and systems;and on operation and service mode of social workstations,we should take the road of“pluralism and good governance”.This article thus expects to provide references for social workstations in various townships(sub-districts)to build new brands to serve the people.
