摘　　要：在各生产要素中,人力资本是重要的组成部分,各省市尝试通过优化人力资本结构实现高质量发展和产业转型升级。人力资本结构高级化可以通过影响技术进步、劳动力流动、消费需求等途径来实现产业结构优化升级。河北省目前人力资本质量偏低、产业结构分布不合理,急需进一步提高职业教育和职业培训方面的投资,并不断培养和引进高级人力资本,以实现人力资本与地区经济协同发展。Among the factors of production, human capital is an important part. Provinces and cities try to optimize the structure of human capital to achieve high-quality development and industrial transformation and upgrading. High-level human capital structure can affect the technology progress and labor mobility, the way such as consumer demand to implement the optimization and upgrading of industrial structure in Hebei Province and the low quality of human capital, unreasonable distribution of industrial structure, be badly in need of further investment to improve vocational education and vocational training, and training and the introduction of senior human capital, In order to realize the coordinated development of human capital and regional economy.
