创新援外医疗管理模式探析

摘　　要：当前正值百年变局与世纪疫情交织之际,援外医疗工作面临的挑战前所未有。笔者根据大型公立医院长期开展援外医疗工作的实践归纳出管理机制欠缺、涉外风险高、援外形式单一、医疗资源不足、队伍建设滞后等5大难点,并以服务国家总体外交为核心,立足生命至上,提出通过创建多层次、全过程管理体系,狠抓风险防控,创新援外医疗模式,建立国际化标准培训体系等一系列举措,以打破援外医疗困境,讲好中国医生故事,在国际舞台上展现大医风范,强化国家医疗外交软实力,提升国家国际医疗话语权和影响力。In the time of global changes and pandemic unseen in a century,health assistance for foreign countries is facing unprecedented challenges.Based on their long-term experience of large public hospitals in providing health assistance for foreign countries,the authors summarized five major challenges in this endeavor,namely,the lack of management mechanism,high risks related to foreign affairs,lack of diversity in terms of assistance forms,shortage of medical resources,and poor personnel development.In serving the country’s general diplomacy and putting people’s health first,the authors proposed a series of measures including developing a multi-level,all-process management mechanism,attaching great importance to risk prevention,innovating models of health assistance for foreign countries,and establishing a personnel training system with international standard.With such measures,major public hospitals will be able to overcome the challenges and be a good story-teller of Chinese doctors,showcasing the their style and the soft power of medical diplomacy,and improving the right of speech and the influence of Chinese medicine.
