我国社会体育指导员政策的演进和执行过程研究——基于爱德华政策执行模型的视角

摘　　要：社会体育指导员的数量、质量都关系到大众健身情况,特别是2020年新冠肺炎疫情的暴发,人们健身意识大幅增长。政策是引领社会体育指导员发展的加速器,本文运用文本分析法、文献资料法、逻辑分析法等,梳理我国社会体育指导员政策的演进过程,并根据爱德华政策执行模型对政策执行过程进行研究,找出问题给出建议。结果发现:联动贯彻不够,权责分化;标准化程度降低;交流与沟通不到位;资源利用较差等问题。建议:通过明确组织结构权责主体,推动跨部门协同合作;利用特色交叉培训,建立职后检查再教育制度;设立岗位,加强培训与实践联合,提升人才实用性;利用资源,三位一体同步宣传,引领正确社会风尚的做法促进社会体育指导员的发展。The quantity and quality of social sports instructors are related to the situation of public fitness,and especially since the outbreak of COVID-19 in 2020,people’s fitness awareness has increased significantly.Policy is the accelerator leading the development of social sports instructors.Therefore,this paper uses text analysis method,literature analysis method,logical analysis method,etc.,to sort out the evolution process of social sports instructors’policies in China,and studies the policy implementation process according to the Edward Policy Implementation Model to find out problems and put forward suggestions.It is found that linkage implementation is not enough;the degree of standardization is reduced;there is poor communication and communication,as well as poor utilization of resources.It is suggested to promote cross-departmental coordination and cooperation by clarifying the rights and responsibilities of the organizational structure.;establish the re-education system of post-service inspection by utilizing characteristic cross-training;strengthen the combination of training and practice,improve the practicality of talents;make full use of resources and lead the correct social fashion practices to promote the development of social sports instructors.
