摘　　要：地方政府无序竞争损害了中国整体经济效率,中央(上级)政府试图通过纵向嵌入的方式强力推动跨域经济协作来破解区域协同发展难题,却并未达到预期效果。本文在系统区分跨域经济协作与跨域公共事务协作的基础上,融合能动性与结构性分析视角,发现在上级政府强大政治动员下,内嵌于行政区划体系中的制度安排引发了地方政府理性人与代理人角色冲突,妨碍了利益共同体的构建,倒逼出“貌合神离”的合作假象。这意味着在组织资源与组织环境都难以满足的前提下,通过提升政治势能来实现跨域协同的构想,可能会因难以形成内生协作网络而出现政策意外。本文以VM跨界合作园区的运作过程为例,充分展现了高位推动下地方政府间在经济合作过程中的政绩共容难题。本研究丰富了行政区经济与压力型体制理论的应用场景与内涵外延,为跨域治理体系的制度环境建设提供了支撑。Cutthroat territorial competition has undermined the overall economic efficiency in China,thus the central government attempts to address problems through intervening the behaviors of local governments to promote regional synergistic development but has not achieved the expected results.Based on the systematic distinction between cross-regional economic collaboration and cross-regional public affairs collaboration,this study integrates the perspectives of initiative and structural analysis,and finds out that institutional arrangements within the administrative division system caused rational person and agent roles conflict of local governments under the political mobilization,which hinders the construction of interest community,and produces separated coalition.This implies that under the premise that both organizational resources and organizational environment are difficult to meet,the idea of achieving cross-domain synergy by enhancing political potentials may lead to policy surprises.Finally,the operation process of VM Cross-Border Cooperation Park is used as a case study to fully demonstrate the political performance challenges of local governments in the process of economic cooperation under political mobilization.This study enriches the application scenario and connotation extension of administrative area economy and pressure-based institutional theory,and provides support for the construction of institutional environment of cross-domain governance system.
