摘　　要：随着政策情境日益复杂多变、突发性风险的渗透与扩散加速,传统政策实践中单一政策工具或多种政策工具的简单叠加已难以实现系统性政策问题的有效应对。近年来,基于“组合”视角,综合利用包括多种目标和手段在内的复杂安排以优化政策设计成为学界研究的重要议题。现有研究在基础理论和实证分析方面取得了较大进展,但仍面临研究对象复杂且动态变化、政策领域相对狭窄、应用场景有待拓展等挑战。中国一系列重大战略的部署和实施形成了丰富的政策组合场景,亟须通过理论研究为政策组合的设计、实施与评估提供解释和指导。本文从政策组合的发展沿革、形成机制、运用方式、深化路径等方面对国内外已有研究进行系统回顾,旨在较为全面地介绍政策组合的理论演进、主要议题及未来拓展方向,为国内公共政策研究者提供参考和借鉴。With the increasing complexity of policy context and the acceleration of penetration and diffusion of sudden risks,it is difficult to achieve effective response to systemic policy issues in the traditional policy practice with a single policy tool or a simple superposition of multiple policy tools.In recent years,comprehensive utilization of complex arrangements including multiple objectives and means to optimize policy design based on’mix’perspective has become an important issue in academic research.Although existing studies have made great progress in basic theory and empirical analysis,there are still many challenges such as complex and dynamic research objects,comparatively narrow policy field,relatively few application scenarios,etc.The deployment and implementation of a series of major strategies in China have formed rich policy mix scenarios.It is urgent to provide explanation and guidance for the design,implementation,and evaluation of policy mix through theoretical research.This paper systematically reviews the existing domestic and foreign research from the aspects of the development evolution,formation mechanism,application mode and deepening path of policy mix,in order to comprehensively introduce its theoretical evolution,main topics and future development,and provide reference for public policy researchers.
