高校集聚提升了城市创新水平吗——大学城建设的经验研究

摘　　要：本文以中国大学城建设作为外生冲击,从集聚经济视角探究了高校集聚对城市创新的影响。研究发现,以大学城建设为外生冲击的高校集聚能够促进城市创新。机制检验发现,高校集聚能通过共享效应为所在城市吸引更多的新建企业,促进研发投入。异质性分析表明,包含精英院校和以4年制标准大学为主类型的大学城以及高行政级别城市中,大学城建设对城市创新水平的促进作用更显著。政策上,企业应尽量落户于高校集聚的城市;高校应选择进入高校集聚的区域,城市政府则应鼓励高校集聚,并重点引进高水平大学,并将这些高校优先选择在中心城市和已有高校集聚的地方。This paper explores the impact of university agglomeration on city’s innovation from an agglomeration economy perspective using the construction of university towns in China as an exogenous shock.We found that university agglomeration with the construction of university towns as exogenous shocks can promote the quantity and quality of city’s innovation,and the university agglomeration formed by university towns containing elite institutions,mainly 4-year standard universities can play a more significant role in promoting regional innovation.The mechanism test finds that university agglomeration attracts more new enterprises to the city through the sharing effect,which promotes R&D investment.Further study finds that the role of university agglomeration in enhancing city’s innovation increases with the increase of administrative level of cities.
