摘　　要：抗日战争和解放战争时期,晋察冀边区建设了多级立体的中国共产党党报体系,宣传了党的政策,进行了战争动员并参与指导了边区的各项工作。晋察冀边区党报在实践中坚持了“全党办报”的思想,坚持了实事求是原则,坚持了党性和人民性的统一,体现了特殊时期党报发展的区域特色,为新中国党的新闻事业发展提供了丰富的理论与实践经验。During the War of Resistance Against Japanese Aggression and the War of Liberation,it was built a multi-dimensional newspaper-system by CCP in the Shanxi-Chahar-Hebei Border Region,promoting the policies,carrying out action mobilization,and participating in guiding various work there.In the practice of running the newspapers in the Shanxi-Chahar-Hebei Border Region,the idea of“running newspapers by all of the departments of the Party,by seeking truth from facts,by basing on the benefits of people”is adhered to.It reflects the regional characteristics of the development of running newspaper-system by CCP in a special period,and provides a wealth of theoretical and practical experience for the development of the journalism in the new China.
