摘 要:现行电力行政执法活动当中,在遏制电力设施外力破坏方面,单方面打击违法后果的行政处罚成效不明显。广州市以政企联动为平台探索出针对安全措施落实不力的预防性执法手段,为期一年的执法实践证明该手段可以有效改进电力设施外部运行环境,大幅减少外力破坏次数,可以供国内同行参考。Among the current electric power administrative law enforcement activities,the effect of administrative punishment of unilaterally cracking down on illegal consequences is not obvious in curbing the damage of electric power facilities by external forces.Taking the government-enterprise coordination as a platform,Guangzhou has explored a preventive law enforcement means for the ineffective implementation of safety measures.The one-year law enforcement practice has proved that this means effectively improves the external operation environment of power facilities and significantly reduces the number of external damages,which can be regarded as reference for domestic peers.
