广西耕地撂荒成因与治理对策建议

摘　　要：【目的】保障粮食安全,探讨解决耕地撂荒的对策,为耕地撂荒的治理提供思路和参考。【方法】根据前期广西耕地撂荒现况,分析耕地撂荒原因,提出解决耕地撂荒的对策与建议。【结果】调查发现,当前广西耕地撂荒的主要原因是:耕地生产条件较差;生产成本高,经济效益低;劳动力严重流失;耕地、水利设施破坏;扶贫村整体搬迁;土地流转机制不完善和生产主体经营管理不善等。【建议】通过加强耕地基础设施建设,改善耕作条件,提高种粮经济效益,提高农民种植积极性,提高农业机械化水平,以降低劳动强度,提高生产效率,加强科技应用,完善土地流转机制,推进农业集约化、规模化生产,大力培育新型经营主体,提高经营主体的竞争力,加强农业生产服务体系建设,为农业生产提供支撑,加强农村基础建设,加强基础建设项目监督,建立撂荒惩责机制等措施,对耕地撂荒进行综合治理。【Objective】To ensure food security,explore the countermeasures to solve abandoned farmland,and provide ideas and reference for the management of farmland abandonment.【Method】According to the investigation of farmland abandonment in Guangxi,the causes of farmland abandonment were analyzed and the countermeasures were put forward.【Result】The main reasons of abandoned farmland in Guangxi are as follows:poor production conditions of farmland;high production cost and low economic benefit;severe loss of labor force;damage of farmland and water conservancy facilities;overall relocation of poverty alleviation villages;imperfect land transfer mechanism and deficient production subject management and so on.【Suggestion】The comprehensive management of abandoned farmland can be carried out by strengthening the construction of farmland infrastructure,improviug farming conditions,increasing the economic benefits of gain growing,encouraging farmers planting motivation,improving the level of agricultural mechanization to reduce rabour intensity,euhaning produectiving,increasing the application of science and technology,advancing the mechanism of land transfer,promoting the intensive and large-scale production of agriculture,vigorously cultivating new business entities and improving their competitueness,strengthening the service system and prouiding support for agricultural production,enhancing rurul infrastructure and supervision of infrastructure projects,and establishing the punishment and accountability mechanism of abandoned farmland.
