舆论监督视域下的廉政建设研究--达州市“阳光问廉”的调研报告

摘　　要：近年来,达州市在全市范围内开展“阳光问廉”大型全媒体直播节目,它以问题为导向,以人民为中心,以媒体为抓手,严尺度问廉整改,综合运用立体监督模式,打造了全新的权力监督笼子,突破了干群沟通困境,增强了政府服务意识,极大地推动了党风廉政建设。但随着节目的深入开展,也存在理论研究滞后于实践;发现线索的难度越来越大,问题不够典型;节目形式、现场各环节较为单一等突出问题。今后应从理论提炼总结、前期信息收集、内容形式丰富、节目过程监督、后期追踪考核、问廉成员库更新、激励手段运用、参与者权益保护以及配套措施的增添等九个方面着手,构建舆论监督的新模式和阳光问廉长效机制,不断推进政治生态建设,夯实基层治理的基石。In recent years,the TV program“Governors’Cleanness Probed by Public”has been broadcast live in Dazhou.The program is problem-oriented and people-centered with media as a gripper.It strictly probed the governors’cleanness and the problems from the governors are required to be remedied.This supervision is an integrated three-dimensional mode,which makes a brand-new power supervision cage,breaks through the predicament of masses communication,enhances the government service consciousness,and greatly promotes the style of the cultivation of clean government.However,with the development of the program,the theoretical research lags behind the practice.It’s getting harder to find clues,and the questions aren’t typical and other outstanding problems include the relatively single program form and the scene of each link.In the future the following 9 items should be done to build a new mode of supervision by public opinion and a long-term mechanism of“Governors’Cleanness Probed by Public”and continuously push forward the political ecological construction and tamp the foundation of grassroots governance.The 9 items include:the program theorized,the information in the early stage collected,the content and form abundant,the process of the program supervised,the probe of problems questioned in the program continued and assessed,the data base of governors probed updated,the incentives utilized and the rights and interests of participants protected and the supporting measures added.
