基于县级应急广播平台的云南地震预警信息播发研究

摘　　要：应急广播在应急信息发布方面发挥着不可替代的独特作用,截至2020年9月云南省已建设完成20个县级应急广播平台。为进一步拓展云南地震预警信息的发布渠道,本文通过明确播发架构,设计播发原则、播发内容和播发流程,实现了云南地震预警信息发布平台与县级应急广播平台的对接,并选取2个县级应急广播平台进行了地震预警信息播发的实地测试验证。测试结果表明,县级应急广播平台播发地震预警信息的平均响应时长约为2s,能满足地震预警信息的时效性要求。基于此次研究本文从建立健全对接机制、完善接收终端播发内容、提升地震预警信息播发时效和优化传输覆盖手段4个方面提出对策建议,拟为最终实现云南地震预警信息在应急广播体系中的快速播发提供支撑。Emergency broadcasting plays an irreplaceable role in releasing emergency information.By September 2020,20 county-level emergency broadcasting platforms has been built in Yunnan Province.For the further development of Yunnan earthquake early warning information release,this paper made clear the broadcast structure,principle,content and procedure,and achieved docking of the province-level and county-level emergency broadcast platform.Two county-level platforms were selected for the field test of earthquake early warning information broadcast.The test results showed that the average response time of county-level emergency broadcasting platform was about 2 seconds,which met the timeliness requirements of earthquake warning information.Based on this research,this paper proposes countermeasures and suggestions from such four aspects as establishing and strengthening the docking mechanism,improving the broadcast content of the receiving terminal,enhancing the timeliness and optimizing the transmission and coverage means,in order to provide support for the rapid broadcast of Yunnan earthquake warning information in the emergency broadcasting system.
