摘 要:主要功能丧失、发电效益严重衰退、具有重大安全问题、存在重大环境负面影响或有其他特殊原因的水电工程应予以退役。从水电工程退役的基本概念、资料整理与分析、原因分析以及退役任务及方式等方面系统研究了水电工程退役方式及影响因素。工程的退役方式应适合工程所在地经济社会发展需要,遵循经济、社会、环境总体最优原则,正确处理相关方的关切,兼顾各方利益,科学合理地利用水资源;宜结合水电工程退役将其改造为新功能任务的项目,使水电工程项目可持续发展,为社会创造综合效益。Hydropower projects with the problems such as main function loss,severe power generation benefit recession,significant safety risks,major negative environmental impact or other special reasons shall be decommissioned.The mode and influencing factors of hydropower project decommissioning are systematically studied from the aspects of basic concept,data sorting and analysis,causes analysis,and tasks and modes of hydropower project decommissioning.The decommissioning mode of hydropower project shall meet the requirements of economic and social development of the project area,follow the principle of overall optimization of economy,society and environment,properly deal with the concerns of relevant parties,take into account the interests of all parties,and utilize the water resource scientifically and rationally.The decommissioning of hydropower projects should be considered to transform them into the projects with new functional tasks,so that the hydropower projects can develop sustainably and create comprehensive benefits for the society.
