摘　　要：构建绿色技术创新体系,是从战术执行层面践行绿色发展、推进生态文明建设的系统保障与行动路径。西部地区作为中国生态建设的重点和难点地区,加快构建绿色技术创新体系直接关系到区域经济协调发展和国家绿色发展战略的实现。当前,创新环境已经发生巨大变化,创新要素也在不断解构和演进。为应对西部地区的区域内科技资源分布不均衡、高素质创新人才短缺、创新能力不足等严峻挑战,需要从主体维度强化联合攻关、从资源维度重视信息化手段、从市场维度强化成果转化、从制度维度上补齐相关短板。这是对传统人、财、物和机制组合的体系建设加以外延和丰富,也是在新的国际语境和国家战略部署下对技术创新要素认知体系进行的更新与拓展。Building a green technology innovation system is a systematic guarantee and action path for practicing green development and promoting the construction of ecological civilization from the tactical implementation level.The western region is the key and difficult area of China’s ecological construction.The acceleration of the construction of a green technology innovation system in this region is directly related to the coordinated development of the regional economy and the realization of the national green development strategy.At present,the innovation environment has undergone tremendous changes,and the elements of innovation are constantly deconstructing and evolving.In order to cope with the severe challenges of the imbalanced distribution of scientific and technological resources in the western region,the shortage of high-quality innovative talents,and the lack of innovation capabilities,it is necessary to strengthen joint research from the main dimension,focus on information technology from the resource dimension,and strengthen the transformation of results from the market dimension and complement weaknesses in the system.This is an extension and enrichment of the traditional system of human,financial,material and mechanism combination.It is also a comprehensive update of the cognitive system of technological innovation elements under the new international context and national strategic deployment.
