摘　　要：加快出清僵尸企业,是深入推进供给侧改革、优化营商环境以及推动新常态下中国经济高质量发展的关键。本文采用1998—2013年中国工业企业数据,基于新结构经济学的视角研究了重工业优先发展战略对企业僵尸化的影响及其作用机制。实证结果表明,旨在鼓励重工业优先发展的政府发展战略会显著提高当地企业僵尸化的概率,且这一影响对公有重工业、中西部以及上游行业公有制的企业更显著。本文研究表明,地方政府违背比较优势的发展战略可能是造成中国僵尸企业情况严重的重要原因。因此,治理僵尸企业需要从源头出发,政府应充分发挥培育和完善市场的作用,因势利导地制定比较优势发展战略,防范僵尸企业的形成与发展。Accelerating the elimination of zombie firms is the top priority for supply-side reform deepening,business environment improving and high-quality development of China’s economy under the new normal.From the perspective of New Structural Economics,this paper investigates the effect of priority development strategy for heavy industry on the zombification of healthy firms by employing the data of Industrial Enterprises covering the period of 1998-2007.Theoretical and empirical analysis results demonstrate that the governmental comparative advantage-deviating(CAD)strategy,which gives priority to the heavy industry,is likely to make healthy firms be zombified.This effect is more significant for public-owned enterprises,Midwest enterprises and upstream publicowned enterprises of the industrial chain.The research shows that the CAD development strategy may be an important reason for the serious situation of zombie firms in China.Therefore,the proper development strategy of the government is of vital importance for healthy economic development.
