建立国家耕地战略储备制度的思考

摘　　要：中国粮食安全及耕地资源安全形势受到国际贸易、气候波动、城乡建设等因素影响呈现波动性紧迫态势,迫切需要通过构建新的制度来增强耕地资源及粮食供给的弹性。在剖析耕地战略储备内涵的基础上,从风险挑战、战略要求、现实需求等方面概括了耕地战略储备制度的必要性,从物质基础、理论基础和制度基础等方面论证了制度可行性,从划定原则、用途管制、生态保护和资金保障等方面对制度框架进行了初步设计,最后阐述了耕地战略储备制度同耕地保护、用途管制和生态文明等相关制度如何有效衔接。耕地战略储备制度融合了弹性土地利用规划与战略储备制度思想,进一步深化和拓展了藏粮于地内涵,是解决耕地资源可持续利用和保障国家粮食安全的新思路。International trade,climate changes,urban and rural constructions and other factors have an acute and volatile influence on China's food and arable land resource security.As a result,it is urgent to establish a new system to enhance the resilience of arable land resources and food supply.The necessity of the Strategic Arable Land Reserve(SALR)system is presented in terms of risk challenges,strategic requirements,and realistic needs,based on an examination of the connotation of SALR.The feasibility of the system was demonstrated in terms of material,theoretical and institutional foundations;the preliminary design of the system framework was made in terms of delineation principles,use control,ecological protection and financial guarantee;and finally,the SALR system was explained in relation to arable land protection,use control and ecological civilization.Finally,it explained how the SALR system could be effectively connected to other systems,such as arable land protection,use control and ecological civilization.The SALR system integrated the concept of flexible land use planning and strategic reserve system,further deepened and expanded the connotation of hiding food in the land,and was a novel approach to ensuring national food security through the sustainable use of arable land resources.
