摘　　要：以沈阳市22所高校2015-2019年面板数据为样本,检验了政府资金对高校科技创新产出的影响。22所高校分为本科院校和专科院校两组,科技创新产出分为发明专利、实用新型专利和外观设计专利3种类型。结果显示:政府项目资金对整体样本发明专利申请量的影响不显著,对本科院校样本实用新型专利申请量和外观设计专利申请量呈正向影响,对专科院校样本3种类型专利申请量的影响不显著。根据实证分析结果提出建议。Taking the panel data of 22 colleges and universities in Shenyang from 2015 to 2019 as a sample,the paper tests the impacts of government investments on the colleges and universities’outputs of technological innovation.In the process of empirical analysis,22 colleges and universities are divided into two groups:undergraduate colleges and junior colleges.The outputs of technological innovation are divided into three types:invention patent,utility model patent and design patent.The results show that for overall sample,undergraduate colleges and junior colleges,the impacts of government investments on the number of invention patent applications are negative.For undergraduate colleges,government investments have a positive impact on the number of utility model patent applications and design patent applications.For junior colleges,the impact of government investments on the three types of patent applications in junior colleges are negative or not significant.Finally,the paper put forwards some policy suggestions according to the results of empirical analysis.
