摘　　要：成渝地区双城经济圈建设已上升为国家级战略决策,而两地的新能源汽车产业仍存在技术创新方面的发展瓶颈。本文运用内容分析法对政策文本进行编码,构建政策主体—产业链—政策工具三维分析框架,并从时间、空间和工具匹配三个维度对产业政策协同性进行研究。研究发现:不同类型政策工具时间维度的协同性较差;中央与地方两类政策主体在需求型政策上协同性最低,政策数量匹配性较差;政策工具间的协同性在川渝地区表现较为明显,国家层面则存在需求型政策工具的缺失。由此,国家应尽快补齐政策协同短板并注意不同年份间政策群的连续性;川渝两地需以开放共赢的心态进行区域专业化分工和跨地区产业链构建,在动力电池、充换电技术等领域协同研发,探索可持续的充电运营模式;同时注意经济圈内主导产业的支撑扶持与配套产业体系发展政策之间的协同。The construction of Chengdu-Chongqing economic circle is a national strategic decision,but the new energy vehicle industry in the two places still has development bottlenecks in terms of technological innovation.This paper uses content analysis method to encode policy text,constructs a three-dimensional analysis framework of policy subject-industrial chain-policy tool,and studies industrial policy coordination from three dimensions of time,space and tool matching.The results show that the time dimension of different types of policy tools has poor coordination.The coordination between central and local policy bodies is the lowest,and the matching of policy quantity is poor.The coordination between policy tools is obvious in Sichuan and Chongqing region,while the lack of demand-based policy tools exists at the national level.Therefore,the government should make up the shortcomings of policy coordination as soon as possible and pay attention to the continuity of policy groups in different years.Sichuan and Chongqing should carry out regional specialization and trans-regional industrial chain construction with an open and win-win mentality,cooperate in the research and development of power batteries,charging and changing technology and other fields,and explore sustainable charging operation mode.At the same time,attention should be paid to the coordination between the support of leading industries and the development policies of supporting industrial systems in the economic circle.
