摘　　要：2020年年初,突如其来的新型冠状病毒肺炎疫情席卷全国,使我国的整个医疗卫生体系面临着严峻的考验,西安市公共卫生中心项目正是在此背景下紧急开展的。本文首先从远期发展、建筑形态、洁污分区、交通组织等方面,阐述了该项目作为省级城市重大疫情救治基地的总体规划与设计理念。接着分别从整体规划设计,以及建筑单体设计两个层面充分解读了西安市公共卫生中心项目的平疫转换设计理念,为新时期现代传染病医院与综合医院的设计提供了借鉴和思考。At the beginning of 2020,the COVID-19 epidemic suddenly swept the whole country,and the whole medical and health system of China was facing a severe test.The project of Xi’an Public Health Center was launched urgently under this background.Firstly,this paper first expounds the overall planning and design concept of the project as a major epidemic treatment base in a provincial city from the aspects of long-term development,architectural form,clean and sewage zoning,and transportation organization.Then it fully interprets the design concept of interconverting normal with epidemic situation of Xi’an Public Health Center project from two aspects of overall planning design and single building design respectively,which provides reference and thinking for the design of modern infectious disease hospitals and general hospital in the new era.
