论“预打惩”协同型机制下国际反恐合作法律模式的构建

摘　　要：构建“预打惩”协同型国际反恐合作法律模式,有利于动员各反恐相关部门在反恐工作领导机构的统一领导和指挥下,扩大反恐成效,促进国际反恐合作的持续、深入开展。其建设的总体思路是指导、监管、把控协同型反恐平台建设,甄选反恐平台机构和其他参与机构,规制、监督“预打惩”协同型反恐平台运作,审视、评估借助“预打惩”协同型反恐平台形成的国际反恐合作法律模式的动向,推动“预打惩”协同型反恐平台在国际反恐合作法律模式获取更多法律和政策支持,跟踪、把控“预打惩”协同型机制平台在国际反恐合作法律模式中的实际运作。The construction of "pre-punishment" coordinated international anti-terrorism cooperation legal mode is conducive to mobilizing all anti-terrorism related departments under the unified leadership and command of the leading organization of anti-terrorism work, expanding the effectiveness of anti-terrorism,and promoting the sustained and in-depth development of international anti-terrorism cooperation. The general idea of its construction is to guide, supervise and control the construction of coordinated anti-terrorism platform, selecting anti-terrorism platform institutions and other participating institutions,regulating and supervising the operation of "pre-punishment" coordinated anti-terrorism platform, examining and evaluating the trend of international anti-terrorism cooperation legal mode formed by the "pre-punishment" coordinated anti-terrorism platform. It is advisable to promote the "pre-punishment" coordinated anti-terrorism platform to obtain more legal and policy support in the international legal mode of anti-terrorism cooperation, track and control the actual operation of the "pre-punishment" coordinated mechanism platform in the international legal mode of anti-terrorism cooperation.
