摘　　要：进入21世纪,关乎人类生活的各类电子设备都在不断发展和迭代,与生活最密切相关的手机行业更是发生了巨变,手机在百姓日常生活中越来越不可或缺。同时,基于其自身普及广、体积小、价值高的特点,手机成为犯罪分子觊觎的对象,各地盗抢手机案件高发。手机既具备财产属性,又具备承载使用人重要信息资源的特性,所以盗抢手机案件造成的社会危害影响颇大。为充分应对社会发展对公安工作的挑战,破解盗抢案件高发而破案率低的困境,公安机关必须把手机盗抢类案件销赃的最终环节(即二手手机市场)作为切入点,强化二手手机阵地控制,形成严防严控的态势。同时要合理延伸阵地控制的空间界线,通过法治途径解决二手手机交易阵地管控中存在的管理漏洞,从而遏制此类案件高发的态势,提升人民群众的安全感和幸福感。In the 21st century, various electronic instruments related to human life are constantly developing and iterating. The mobile phone industry, which is most closely related to life, has undergone tremendous changes. Mobile phones are becoming more and more indispensable in people’s daily life. At the same time,due to its wide popularity, small size, and high value, mobile phones have also become the target of criminals,and cases of mobile phone theft are high in various places. Mobile phones have both their own property attributes and the characteristics of carrying important information resources of users. Therefore, the social harm caused by the case of mobile phone theft has a great impact. In order to fully respond to the challenges of social development and people’s livelihood to the public security work, and to solve the dilemma of the high incidence of robbery cases and the low detection rate, this will inevitably require the public security organs to change their concepts and use mobile phone robbery cases as the final link to sell stolen goods(that is, the second-hand mobile phone market). as an entry point, strengthen the control of second-hand mobile phone positions, form a situation of strict prevention and control, and at the same time reasonably extend the spatial boundaries of positions, and try to solve the stubborn diseases existing in the management and control of second-hand mobile phone trading positions through the rule of law, so as to curb the high incidence of such cases The situation, combined with prevention and control, through the control of a mobile phone,enhance the people’s sense of security and happiness.
