摘　　要：英国作为现代职业警务制度发源地,为世界各国警务发展提供了标杆和借鉴。在英国政治社会变迁中演变而来的警察管理思想,对世界诸国尤其是西方国家警务思想均有深刻影响。本文通过回归深层次的历史文化和哲学因素,在理清英国警察发展脉络的基础上,探究英国现代警察自产生到发展过程中所处的历史背景、社会环境与思想氛围,从而科学、理性地总结英国警察管理思想和价值观,为更深刻理解以英国为代表的西方警务思想,促进国际警务合作和交流提供参考借鉴。As the birthplace of the modern professional policing system, the United Kingdom provides a benchmark and reference for the development of policing in countries worldwide. The police management ideology evolved from the political and social changes in the UK has a profound impact on the policing ideology of Western countries. By returning to the deep-level historical, cultural and philosophical factors, on the basis of clarifying the development of the British police, this paper explores the historical background,social environment and ideological atmosphere of the British modern police from the emergence to the development process, so as to scientifically and rationally summarize the British police management ideology and values, and provide reference for a deeper understanding of Western policing ideology represented by the United Kingdom, eventually promote international police cooperation and communication.
