摘 要:Ayatollah Ali Al-Sistani has engaged with United Nations authorities and representatives on a regular basis since the fall of Saddam Hussein in 2003.This relationship continued through incidents such as the killing of United Nations Special Representative in Iraq Sérgio Vieira de Mello in 2003,which led to a withdrawal of many UN staff from Iraq.Nevertheless, the UN currently remains in Iraq,Al-Sistani has supported the presence of the UN through public statements as well as private meetings with UN representatives in Najaf. This is despite Al-Sistani rarely welcoming public visitations from any other political actors inside as well as outside Iraq, citing corruption and the influence from external states on Iraqi politics as the reason for this.Al-Sistani has met UN special representatives such as Al-Akthar Al-Ibrahimi as well as the United Nations Secretary-General Ban Ki-moon and has written numerous letters to the UN.Drawing on historical Iraqi parallels, this paper seeks to explain Al-Sistani’s approach of engaging regularly with the UN as a foreign body,in comparison to his engagement towards the United States of America or lack thereof. In establishing this, this paper will present new insights gained from the documented occasions Al-Sistani has met UN officials as well as original interviews conducted with clerics close to Al-Sistani and prominent Iraqi politicians.
