《土地承包法》的修改对进城农户土地处置行为的影响研究

摘　　要：本文利用课题组2020年8月、 10月,2021年4月、 5月调研得到的549份有效问卷,对比新《土地承包法》修改前后对农户土地处置行为的差异。结果表明:《土地承包法》的修改显著正向影响农户土地处置行为,其他因素如户主特征方面(年龄、教育程度)、家庭特征(家庭总人口数、家庭年支出、农业程度)和土地特征(承包地总数、是否确权是否征地)方面的因素也会显著影响农户土地处置行为。基于此,应加大对农村地区的政策宣传,提高农民对产权认知的水平;积极引导农户土地处置行为的多样化和灵活性,实现土地转让、入股、征用等多种灵活的土地处置方式,建立一个自主完善的土地市场机制。Using 549 valid questionnaires obtained by the research group in August and O ctober 2020 and April and may 2021,this paper compares the research on the choice of farmers’ land disposal behavior and the influencing factors of farmers’ land disposal behavior before and after the amendment of the new land contract law.The results show that the revision of the land contract law has a significant positive impact on Farmers’ land disposal behavior,and other factors such as the characteristics of household heads(age,education level),family characteristics(total population of the family,annual household expenditure,agricultural level)and land characteristics(total contracted land,whether the right is confirmed or whether the land is requisitioned) also have a significant impact on Farmers’ land disposal behavior.Therefore,it is proposed to increase policy publicity in rural areas and improve farmers’ awareness of property rights;Actively guide the diversification and flexibility of farmers’ land disposal behavior,realize various flexible land disposal methods such as land transfer,shareholding and requisition,and establish an independent and perfect land market mechanism to make the development of agricultural economy more in line with the law of economic market.
